Recent findings highlight that child predators often operate in ways that are subtle and easily overlooked. Contrary to common assumptions, many offenders do not fit the stereotype of an obvious threat. They may appear as trusted individuals within families, communities, or online spaces while engaging in harmful behaviours that endanger children.
The report identifies three main categories of offenders based on behaviour and progression:
- Gawkers who consume child sexual abuse material (CSAM) online
- Validators who seek out networks or communities that share abusive material
- Believers who attempt to justify or normalise abuse and may be directly involved in harming children
